As P.R Dept. of Iran ICT Ministry reported, Dr. Reza Taghipour in 1st ECO Ministerial Summit on ICT stated that: now, we have left the industrial age behind and we are in the era of information society, knowledge-based management, communication globalization and information explosion. Information Technology has functional aspect in all social, economic, cultural and managing systems and works as the leader in developing the services and systems relied on in virtual and non-virtual environment, he continued. Dr. Taghipour with emphasizing the effects of IT on improving the level of living, public welfare, honesty and social justice in one society, stated that: the effects and results of this kind of technologies have been accelerated the social and economic development of the modern countries. The ECO member countries are also able to do this through increasing their cooperation. The Iranian ICT minister also pointed the privatizing some governmental sections and added: transferring the control of some governmental activities on Information Technology and Communication to the private sections have been completely performed in this ministry. Today beside all governmental duties such as policy making in developing communication services and facilities, postal, Information Technology, Data Transferring, Voice and Image Transferring and Radio communication, domination enforcement on Frequency and protecting Iran radio rights in international and regional level, the term of creating and developing the national network as public network around the country are highly considered by us. Dr. Taghipour pointed to establishment of the National Information Network and creation of some public and dedicated networks including Scientific Network, Schools Network, customs Associated Network, tax Affairs Associated Network. He also named developing Electronic Government services and improving the data transferring environment security as number of the other Iran ICT Ministry major plans. He asserted that before this, Iran has had numerous efforts on bridging the digital gap in parallel with International Telecommunication Union with considering communication and information technology development and increasing the capacity of private section at one side and the goal of presenting services with more quality and speed and reducing the distance of technology capability with the modern countries despite all global sanction against Iran at the other side. The Iranian ICT minister with emphasizing on Iran great scientific spring believed that this spring has caused speeding producing and knowledge improvement up in Iran. He also talked about Iranian talents on software production and network security and added: currently, Iran has had various developments on infrastructures improvement and enjoys high capacities on different fields of communication and information technology. Economic Cooperation Organization (ECO) can be an important, influential and dynamic player with using the maximum capability and the talents of the member countries, Taghipour believed and said: with considering the growth of cooperation on regulating and establishing the ECO member countries council of regulators, cooperation and experiences exchanging in the software and hardware terms, presenting various ICT services, creating electronic government infrastructure and presenting services, the mobile operators cooperation in different areas such as reducing international roaming charges rate, creating and improving the facilities for roaming technical test and the capacity of international gate, content provision, presenting additional value services and emergency telecommunications, investigating on producing telecommunication facilities and enjoying the joint knowledge for design and making the joint telecommunication satellite by ECO member countries are some of the tasks which prepare the field for more cooperation between these countries. Iran Communication and Information Technology minister at the end named research and learning cooperation increase, performing joint research projects, holding joint workshops, professors and students exchanging, creating and improving joint ICT industry and market, protecting the private sectors unions as some mechanisms which with considering them we can provide the way to develop information technology and communication.
